What you are probably referring to was a Louisiana law. In La. there was so much race mixing that many women of color could pass for white. So they were required to wear headdresses called "tignon" to distinguish them from white women.

Not in the U.S. unless it was a local law,in some "Jim Crow" state.Fredrick Douglas always had pictures without a hat,same with George Washington Carver and others.
